RECRUITMENT
The genesis of the post of Registrar Recruitment and Recruitment Cell owe its origin to the
rote memorable verdict pronounced by the Hon'ble Apex Court in Malik Mazar Sultan & Anr. Vs. UP

Public Service Commission & Ors. , whereby the Hon'ble Supreme Court has issued a slew of
directions inter alia evolving a methodology, prescribing the time schedules etc. for the
appointment and promotion of judicial officers under the control of respective High Courts.
In deference to the directions given in the above judgment, the Government of Andhra
Pradesh issued G.O.Ms.No. 44, Finance (SPMC) department dated 22.02.2010 sanctioning one
post in the rank of Registrar (District Judge) for assisting the committees and the Hon'ble Chief
Justice, to cater the need of the process of recruitment of District Judges (Entry Level), Civil
Judge (Junior Division) so also the recruitment of staff in the District Judiciary. Thus the advent
of, the Registrar Recruitment and the Recruitment cell, thereto.
The recruitment of Judicial Officers and the instrumentality of the District Judiciary is a
perennial process, taking care by the Recruitment cell manned by the Registrar Recruitment,
under the aegis of the High Court of Andhra Pradesh, on constant monitor and supervision of the
Recruitment-Cum-Examination Committee of the Hon'ble Judges of High Court. The process of
recruitment to the post of District Judge (Entry Level), Civil Judge (Junior Division) and the staff
of District Judiciary proceeds as a regular phenomenon.
Consequent upon the bifurcation of the States, and on establishment of the High Court of
Andhra Pradesh on 01.01.2019, the Recruitment cell began functioning, and recruited 20 District
Judges, 143 Civil Judges (Junior Division), till 2025.
Anent to the above preface, it is imperative to narrate the achievements of the
recruitment cell with the help of the data shown hereunder in the year 2025.
1. Timely and institutionalized recruitment of Judicial Officers and Court Staff
The District Judiciary broadly comprises three cadres of Judges – District Judges, Civil
Judge (Senior Division), Civil Judge (Junior Division).
