The Information Technology and Artificial Intelligence (AI) had necessitated in bringing

changes. Some of the Standing Orders became antiquated. Consequently, the Chief Justice
appointed a Committee of Judges. The Committee with dedicated Judges including the Heads of
the Registry and Staff, who had abundant experience in resolving all issues, had deliberated and

             revised the Standing Orders.
Every branch of the Registry was subjected to a detailed and thorough scrutiny. Proactive
and fruitful interaction with all the Staff and Officers concerned was done and earnest efforts
were made in re-drafting the then Standing Orders. No stone was left un-turned in bringing a

face-lift to the Standing Orders 2004 which serve as the principles of governance in the
administration of the High Court. These Standing Orders are to function not only as guidelines,
but to act as a standard of vigilance and prudence, for the administration of the High Court.

The set of Standing Orders 2004 extend over the whole arena relating to the Administrative
and Judicial Wings of the High Court of Andhra Pradesh. Thus, the Standing Orders are no less than an
'Encyclopedia of Administration'. The Standing Orders 2004, serve as a blue-print, to be followed by
every Officer and Employee of High Court, stipulating the course of action to be taken in handling

various files. Several duties and responsibilities have been prescribed for different classes of
Officers. Powers to be exercised by various levels of Officials of the Registry in restructuring the
Administration and bringing it in line with the contemporary trends have been specified. Several

types of Registers to be maintained by the respective Sections have also been indicated.
The dilapidated practice of 'keeping the Files based upon the memory of the concerned
Officer and Employees' has been effectively discouraged and put to a nought. It is an apparent,
and accepted principle that the Registers represent the 'record of events' for the purpose of

verification, substantiation and corroboration, as and when the need arises. The Information
Technology was introduced training every Staff Member leaving minimal scope for redundancy
and faults. Therefore, every and all efforts are made for the preparation of formats of certain

new Registers, and revamping the old Registers for storage of accurate and authenticated data.
As these Standing Orders are considered as 'Bible' for administration, the violation is regarded as
             misconduct, necessitating departmental action.

             REGISTRAR (ADMINISTRATION)
This Registry (Administration) is one of the vital wings of the High Court of Andhra Pradesh.

It primarily deals with the Administration of High Court and it ensures smooth functioning of the
High Court. Under the Registry, there are several wings like Accounts Section, B-Section, C-
Section, D.II Buildings Section, Establishment Section, E-Section, Juvenile Justice Cell, and State
Court Management System. The main object of this Registry is to ensure maximum utilization of

human resources with minimum pressure, both physical and psychological. Every endeavor is
made, to recognize and tap the potential efficiency of the Staff working at the High Court.
