His Lordship further stated that, numerous judgments can be passed at the level of High
Courts or Supreme Court. However, the faith of a common citizen in the rule of law is saved by
what they experience at the district level.
His Lordship further added that, the Constitution lives not only in landmark rulings but in
the quiet functioning of the district courts across the country. Its promises are fulfilled not only
through grand pronouncements but through countless ordinary decisions made with care and
conscience. District judiciary is not merely the foundation of the judicial system. It is its
conscience. It is where the rule of law becomes tangible. It is where the citizen encounters
justice, not as an abstract ideal but as a living experience. As one moves forward, there will be
days of satisfaction and days of doubt. There will be moments of clarity and moments of
difficulty. In all those moments, let the Constitution be the compass. Let its values guide
reasoning, conduct, and decisions.
His Lordship concluded his address by adding that, if the responsibility is carried with
humility, courage, and constitutional fidelity, it will not only resolve disputes but will also
strengthen democracy and will also strengthen own personality. As the father of the nation,
Mahatma Gandhi, had put it, there is a higher Court than the Courts of justice, and that is the
court of conscience. It supersedes all other courts.
