STATE COURT MANAGEMENT SYSTEMS
1. The State Court Management Systems Committee comprising Hon'ble Judges of the High
Court participated in two (02) virtual conferences with the Committee for Model Case Flow
Management Rules and the Arrears Committee of the Hon'ble Supreme Court of India.
These meetings were convened to review the progress achieved under Phase–II of the
Action Plan for Arrears Reduction in the District Judiciary, and to deliberate on the
strategies, measures, and reforms to be adopted under Phase–III of the Action Plan for
Arrears Reduction in the District Judiciary, as well as the proposed Model Action Plan for
the Reduction of Arrears in the High Courts.
2. The State Court Management Systems Committee conducted five (05) internal meetings
during the period from January 2025 to December 2025. These meetings were held to
discuss various initiatives and action points, including the Baseline Reports approved by
the Hon'ble Chief Justice of India, the reduction of arrears in the District Judiciary, the
pendency of criminal cases, and the use of mobile devices supplied under the e-Courts
Project for effective implementation of the N-STEP application. The committee also
reviewed compliance with the directions of the Hon'ble Supreme Court of India in Suo-Motu
Writ Petition (Criminal) No. 4 of 2021, titled “In Re: Policy Strategy for Grant of Bail”, and
deliberated on the implementation of Phase-IV and Phase-V of the Action Plan for Arrears
Reduction in District Judiciary (APAaR-DJ). Additionally, discussions were held on the
status of Under-Trial Prisoners (UTPs) incarcerated for more than one-third of the
maximum prescribed sentence, as well as the proposal for amendment to Rule 199 of the
Criminal Rules of Practice.
3. Further, the State Court Management Systems Committee convened two (02) virtual meetings
with all the Principal District Judges of the State of Andhra Pradesh. These meetings focused on
monitoring and addressing the pendency of criminal cases, reviewing the utilization of mobile
devices provided under the e-Courts Project for issuing and executing N-STEP
communications, Non-Bailable Warrants (NBWs) and Loss of Probation Certificates (LPCs), and
assessing the status of cases pending for more than 20 years. The Committee also deliberated
on matters stayed by the Hon'ble High Court of Andhra Pradesh and the Hon'ble Supreme Court
of India, and discussed measures to expedite their disposal in coordination with the concerned
stakeholders.
